 Qualifications

Jeff Oxenford has over 20 years of experience providing innovative solutions to the water supply industry to improve service, protect health, and reduce costs. He spent 18 years at the Awwa Research Foundation (AwwaRF) in various leadership roles, launching both the Knowledge Management Program and Research Applications Program. Both initiatives were designed to increase the application of research by water utilities. Turning research information into knowledge that can be used in practice has been the focus of his career.

 Jeff combines a strong technical background in water quality and treatment with extensive business experience in knowledge management, technology transfer, business process management, and customer service. He is a frequent presenter at water industry technical conferences as well as knowledge management symposiums. He excels at meeting facilitation and has lead workshop and seminars both within the US and worldwide. 

 Prior to joining AwwaRF, Jeff was with the NJ Department of Environmental Protection and was instrumental in the development of NJ’s A-280 drinking water regulations. The process that he developed for establishing practical quantitation levels is still being used in regulatory development.

 Related Professional Experience

Innovative research for the drinking water supply community – Lead pioneering research programs on:

·         Oxidation/ disinfection technologies (ozone, chlorine-dioxide, UV, photocatalytic oxidation),

·         Physical treatment processes (GAC, membranes, coagulation),

·         Water quality issues (disinfection by-products, natural organic matter, cryptosporidium, algal toxins, arsenic),

·         Analytical methods (LC/MS, sensors, on-line monitoring), and

·         Utility management (knowledge management, system security).

Knowledge management – Developed and implemented an innovative knowledge management program at AwwaRF. Established knowledge management (KM), focused on moving research results into practice, as one of the top three organizational priorities. Lead KM development teams at the Board, organizational management and staff levels. The AwwaRF program was recognized among knowledge management professionals (finalist for the 2005 KM Reality Award sponsored by KM World) and peer organizations (co-chaired the Global Water Research Coalition’s KM Task Force). 

 Strategic international research partnerships – Organized the Emerging Technology Seminar series, a biannual meeting of the directors of international drinking water research organizations (since 1990). Lead the development and implementation of the Penta-Party Agreement (a five nation international research partnership on membrane technology). Initiated and managed partnership projects with organizations in Australia, Belgium, France, Germany, Italy, South Africa, The Netherlands, and the UK.

 Innovative communication and information technologies – Developed the concept and lead the implementation of innovative print, electronic, and web-based products. Examples include:

·         Synthesis documents and featured topics (summaries of research on topical areas),

·         Target topics e-newsletters focused for specific customer segments,

·         Content management system – document management, collaboration, and web content management system,

·         Knowledge Webcasts – monthly webcasts to water utilities, and

·         Case studies and Research Applications Newsletter – documenting application of research findings.

 Emergency response-- Lead AwwaRF’s communication response following 9-11. Organized the release of information to the press, a satellite teleconference, web conference, and vulnerability assessment training for water utilities. Vulnerability assessment training workshops were recognized by the American Society of Association Executives in the 2003 Advance America Honor Roll.

 Strategic planning – Developed, maintained, and ensured implementation of AwwaRF’s 5 Year Research Plan, Technology Transfer Business Plan, and Knowledge Management Strategy.

 Customer feedback loop – Developed and managed the development of customer satisfaction surveys, customer focus groups and benefits analysis. Serve as a Senior Account Manager to 25 large water utilities in the US and Australia.

 Established network in the drinking water community – Developed professional and personal relationships with many of the leading experts (utility, regulatory, consulting, and academia) in drinking water research.

 Organizational change leader – Over 10 years experience in leading and facilitating innovation programs. Lead and facilitated numerous goal oriented teams to address knowledge management and organizational improvement initiatives.
