 Martin J. Allen, Ph.D. – Director of Technology Transfer
, Awwa Research Foundation (semi-retired) – With over 35 years of experience, Marty is a nationally recognized expert on microbial indicators including total coliforms, fecal coliforms, E.coli, and standard bacterial enumeration methods. He was the co-developer of Colilert© and provides advice on  pathogen monitoring, microbial changes/regrowth during storage and distribution of drinking water, microbial aspects of point-of-use devices, and health relevance of CCL microorganisms. Prior to joining AwwaRF Marty was a Senior Environmental Scientist with USEPA-Dallas Regional Office (1979-1984) and has been committee member for Standard Methods for the Examination of Water and Wastewater since 1976. He has over published over 40 peer-reviewed publications; including AWWA’s Best Paper “The Plain Hard Truth on Pathogen Monitoring.”

George Bowman-Science Management Supervisor WI State Laboratory of Hygiene (retired).  He has more than 36 years of experience in the analysis of pollutants in the environment; storm water testing, drinking water quality and public health; laboratory quality control and environmental chemistry education and outreach, and biochemical oxygen demand (BOD) testing.  George has taught more than 100 workshops to environmental laboratories and water utilities throughout Wisconsin. He has served on the Standard Methods for the Examination of Water and Wastewater Biochemical Oxygen Demand (BOD) Task Group and was vice-chair of the Wisconsin Laboratory Certification Standards Review Council.  

Richard J. Bull, Ph.D. –
Toxicologist, MoBull Consulting and Washington State University - Since 2000, Richard Bull has been a Consulting Toxicologist with MoBull Consulting, where he conducts studies on the chemical problems encountered in water for water utilities, as well as federal, state, and local governments. He also provides expert advice on regulating chemicals in water. He also teaches at Washington State University, where he is an Adjunct Professor in the Department of Environmental Science, as well as an Adjunct Professor on the College of Pharmacy. Richard Bull was Chair of the US EPA Science Advisory Board Drinking Water Committee from 1996 to 2000. Currently, he serves as a Councilor and Committee Member for the Society of Toxicology and on toxicology and perchlorate subcommittees for the National Research Council. He is also on the editorial boards of several journals, including Toxicology and the Journal of Toxicology and Environmental Health. Bull received a B.S. in Pharmacy from the University of Washington and a Ph.D. in Pharmacology from the University of California, San Francisco.


Joseph A. Cotruvo, Ph.D
.- Former Director of the Criteria and Standards Division, Office of Drinking Water, USEPA
- Joe is currently President of Joseph Cotruvo Associates, a water, environmental and public health consulting firm, and is active in the World Health Organization (WHO)/NSF International Collaborating Centre for Drinking Water Safety and Treatment, and in numerous WHO development processes including for guidelines for drinking water quality, desalination,  heterotrophic plate counts, zoonoses, aircraft water sanitation, food disinfection processes and  recycled water .  Previously, he served as the first Director of the Criteria and Standards Division of the U.S. Environmental Protection Agency, Office of Drinking Water, where he developed the Drinking Water Health Advisory System and National Drinking Water-Quality Standards and Guidelines under the Safe Drinking Water Act. He was also Director of the Risk Assessment Division for the U.S. Environmental Protection Agency, and was Vice President for Environmental Health Sciences at NSF International.

James Crook, Ph.D., P.E., - James is an independent environmental engineering consultant with more than 38 years experience in state government and consulting engineering arenas serving public and private sectors in the United States and abroad. He is an internationally-recognized expert in the area of water reclamation and reuse and has been involved in numerous projects and research activities involving public health, regulatory and permitting issues, project planning and implementation,  risk assessment, treatment technology, and quality assurance/quality control.  He was Chair of the National Research Council (NRC) Committee on the Evaluation of the Viability of Augmenting  

Potable Water Supplies with Reclaimed Water and currently serves on the National Water Research Institute Research Advisory Board, the NRC Committee on the Assessment of Water Reuse as an Approach

for Meeting Future Water Supply Needs, and the American Water Works Association, International Water Association, and Water Environment Federation Water Reuse Committees. He is certified as a Diplomat by the American Academy of Environmental Engineers and is a Registered Professional Engineer in California and Florida.

  Arun K. Deb, Ph.D., P.E., - Vice President, WESTON Solutions Inc. (retired) – With over 40 years experience in the water supply community, Arun is a nationally recognized expert in water distribution system rehabilitation, replacement, and management. He has first-hand knowledge and experience in the physical inspection of more than 200 North American water systems and in interviewing water supply systems personnel. He also has led 10 pioneering research studies for the Awwa Research Foundation on asset management, performance indicators, distribution system renewal, and distribution system operations. 

David Degenhardt  - Chemist Management Supervisor-Chemical Terrorism Coordinator, Wisconsin State Laboratory of Hygiene (retired). David has more than 39 years of experience in the testing of environmental samples (air, soil sediment, water, wastewater, fish and wildlife) for PCBs, pesticides, and industrial chemicals using gas and liquid chromatography following EPA methods.  From 2002 until December 2009, he was responsible for setting up the Wisconsin State Laboratory of Hygiene’s chemical capabilities to respond to human public health and environmental emergencies.  David was the manager and lead chemist for Wisconsin’s Level One Laboratory that is part of the Centers of Disease Control’s Laboratory Response Network for testing clinical samples (human blood and urine) for a variety of chemical exposures.  In addition, he participated in the drafting and review of the EPA Region 5 Emergency Response Plan for Drinking Water.  David provided training to the water utilities in Wisconsin related to the protocols to use the Wisconsin Emergency Response Kit for Drinking Water.

  Francis DiGiano, Ph.D. - Professor, Dept. of Environmental Sciences & Engineering, Univ. of North Carolina (Retired). He spent 38 years teaching and conducting research at the University of Massachusetts and University of North Carolina.  He is a noted expert in water quality in distribution systems, membrane fouling in low and high pressure membrane systems, and organic contaminant removal by activated carbon adsorption.  He has served on the AWWA committees on organic contaminants research (chair) and membranes research, as well as the International and Technical and Educational Councils , He has received numerous awards including the A. P. Black Award from AWWA for a lifetime of contributions to research in the drinking water field and two Journal of Environmental Engineering Rudolf Hering medals for most valuable contributions to the increase in knowledge in, and to the advancement of, the environmental branch of the engineering profession.

  Petr Dolejs, Ph.D. - Director Water & Environmental Technology Team, Czech Republic. With over 35 years experience in the water supply community,  Petr is internationally recognized as an expert in particle and natural organic removal (coagulation, flotation, filtration,  use of polymers...). He leads the introduction of the state-of-the-art drinking water treatment technologies in Central European countries and has extensive experience in water treatment technologies, water quality management, distribution systems, monitoring technologies and implementation of the European Drinking Water Directives. Petr is the President of the Czechoslovak Association of Water Treatment Experts.

Gábor Dombay, Ph.D. Eur.Ing. Professor, SZIE YBL University (Budapest), and CEO of the Hungarian Water Safety Ltd. Professor Dombay is a registered Hungarian professional engineer with expertise in water engineering. He has an experience in water utility operations and also water resources management prior to his academic carrier. He is an expert in distribution system water quality, hydraulic modeling and optimization, risk management, water safety, water treatment, R&D project management. He is a member of WSSCC, the Hungarian Hydrological Association, and the Water Supply Committee of the Hungarian Academy of Sciences.

James K. Edzwald, Ph.D., P.E. - Professor Emeritus, University of Massachusetts - Dr. James K. Edzwald was Professor of Civil and Environmental Engineering at the University of Massachusetts (UMass) and currently holds the title, Professor Emeritus. He is also a Visiting Professor at Clarkson University. Prior to UMass he was a Civil/Sanitary Engineer with the U.S. Army Corps of Engineers at the Washington Aqueduct Division and worked as an Environmental Engineer with the Federal Water Pollution Control Administration in Washington. Dr. Edzwald specializes in Environmental Engineering. His research expertise includes water supply, drinking water treatment, physical chemical processes in water and wastewater treatment, and aquatic chemistry. He has received numerous awards including the AWWA A. P. Black Research Award.  Dr. Edzwald is an Editor of the Journal of Water Supply: Research and Technology (Aqua).

 Donald (Don) J. Gates, Ph.D. - Chlorine Dioxide Consultant. He has over 25 years of practical and applied experience with chlorine dioxide in the drinking water. He assisted hundreds of utilities, as well as various State and Federal Regulatory agencies as a Regulatory Scientist with Rio Linda Chemical Company of Sacramento, CA.  He is the senior scientific editor and a contributing author to the joint AwwaRF/AMGA (Italy) book project entitled “State of the Science of Chlorine Dioxide in Drinking Water” (anticipated release late 2008). Don was a founding member of CMA’s Chlorine Dioxide Panel and senior contributing author to AWWA/ANSI’s Chemical Standard for Sodium Chlorite B303.

 Steve Hubbs - Vice President, Water Quality, Louisville Water (retired) - Steve has worked in roles of research, operations, and executive management at the Louisville Water Company for over 30 years.  He has a long-standing history of participation in industry leadership including Partnership for Safe Water (chair), AwwaRF Research Advisory Council (chair), Water Utility Council (WUC), Technical Advisory Group (TAG), and Tech Advisory Workgroup (Microbial and Disinfection By-products TAW), Water for People and Engineers Without Borders.  Steve’s background, experience, and creativity lends itself well to the wide-range of issues facing water utilities today.  He has served in the role of a senior technical advisor for several major US utilities, and provides particular value in the review of long-range plans and major capital improvement programs. He is also working on completing his PhD in Civil/Environmental Engineering at the University of Louisville, with a focus on groundwater hydrology and riverbank filtration.

Gary S. Logsdon, D.Sc., P.E., B.C.E.E. - Commissioned Officer, US  Public Health Service/ EPA; Senior Consultant, Black & Veatch (retired).  He is a world-renown authority on water filtration with experience in filtration for removal of particulate matter and microorganisms by coagulation and filtration, diatomaceous earth filtration, and slow sand filtration.  He has over three decades of water treatment and filtration experience including pilot plant studies, evaluation and improvement of water treatment plants, and water filtration for small systems. He has received numerous awards and honors including the AWWA A.P. Black Research Award and US EPA Engineer of the Year. 

 
Frank Magravite, PH.D. is the President of Public Works Management, LLC. He was the former VP of Marketing for US Water, Inc. and also has experience with Allied Signal, Atlantic Richfield, Betz Laboratories, and Calgon Corporation. Frank guides utilities through the many challenges associated with contract operations including periodic reviews, audits, contract disputes, and procurements.  He conducts rate studies.  He is a proven problem solver assisting utilities with common sense solutions for coagulation issues. 

 

  James Manwaring - Executive Director , Awwa Research Foundation (retired); Chief of the Drinking Water Branch, US EPA (retired) - Thirty-eight years of experience in the technical, administrative, planning and management aspects of water supply, water reclamation, and water resource projects and activities with the federal government, private industry, and non-profit organizations.  Twenty-five years of experience as managing director of technical staff and manager of national program for water supply surveillance and international research.  Recognized international consultant on water supply matters, registered professional engineer and Diplomat of the American Academy of Environmental Engineers and elected member of the international Water Academy.  Author of over sixty publications and an experienced speaker.

Richard Moser - Vice President, Water Quality, American Water Service Company (retired).  Joined the American System in Pittsburgh, PA, as an Assistant Chemist in 1965.  Over his career he supervised plant maintenance and treatment, was water plant chief chemist and a purification engineer. He was named Assistant Director of System Water Quality at the New Jersey headquarters in 1977, promoted to Director in 1979, and in 1980, was elected Vice President of the Service Company. He has experience in all aspects of drinking water business such as pumping, meter reading, pipe installation, office procedures/reports, etc. He is a frequent speaker at water conferences, guest lecturer at the University of Pennsylvania, and has published numerous papers. He currently consults on projects on water security, removal of radionuclides from drinking water, reviewer of water training manuals, reducing disinfection by-products from drinking water, developing a marketing plan for a water laboratory, and coordination of water security research between government agencies.

Ken Roberts - Manager of the Ontario Ministry of the Environment Drinking Water Program (retired). Ken has been active in the field of water resources management and engineering for more than 39 years.  His professional experience in both the Ontario Ministry of Environment and with XCG Consultants Ltd, has encompassed both water and wastewater policy, treatment and research with a primary focus in the drinking water area. His work has covered technical advice/troubleshooting of processes at treatment plants; research into treatment technologies; operational optimization; drinking water certification training course development; policy development for drinking water, including standard setting and the development of water quality monitoring programs; groundwater resource management; and groundwater policy and watershed planning

Anthony Terrell (Terry) Rolan - Rolan Consulting and Director of Water Management, City of Durham, NC (retired).  He is recognized as a leader in municipal water/wastewater operations and management on a city, state and national level. As a previous Director of the Department of Water Management for the City of Durham, NC, he oversaw the planning and construction of major water and wastewater facilities totaling over $300 million in 30 years. He served as the President of AWWA (2006-2007), Vice President of AWWA, Board member (AWWA, WEF, AwwaRF), Director of the North Carolina Section of AWWA and as a member of the NC Water Resources Research Institute Technical Advisory Committee.  He is an AWWA QualServe Peer Review Team Leader.

 

 John Scheltens - City Engineer/Public Works Director for the City of Hot Springs, S.D. (Retired). John is a nationally recognized expert in the operation, management and finance of small public water systems. He represented small systems on the National Drinking Water Advisory Council and variety of federal work groups including, operator certification, small system capacity, small system implementation, an arsenic const. He is currently on the Federal Advisory Committee for revision of the Total Coliform Rule and chair of the AWWA Small Systems Division.


Jon Standridge
- Managing Microbiologist WI State Laboratory of Hygiene (retired) -
Since January 2004 Jon Standridge has worked as a private consultant providing public/environmental health, and water microbiology expertise. Prior to 2004 he spent 31 years as the principal water microbiologist at the University of Wisconsin, State Laboratory of Hygiene. His research areas have included; developing a sensitive test for waters for detecting E. coli O157, detection of algal toxins, improving Cryptosporidium detection methods, identifying sources of pathogens in watersheds, studying the movement of microbes through soil beneath wastewater treatment facilities, developing methods for detecting endocrine disruptors in water and improving our understanding of microbial indicators of water pollution. Standridge Chairs the Madison Commission on the Environment and is president of the Madison Water Utility Board of Commissioners.

 James S.
